Heads of CIS Parliaments Adopted Address on 80th Anniversary of Victory

A meeting of the IPA CIS Council was held at the Tavricheskiy Palace in Saint Petersburg.

It was attended by Chairperson of the IPA CIS Council, Speaker of the Federation Council of the Federal Assembly of the Russian Federation Valentina Matvienko, Speaker of the Milli Majlis of the Republic of Azerbaijan Sahiba Gafarova, Deputy Speaker of the National Assembly of the Republic of Armenia Ruben Rubinyan, Speaker of the Council of the Republic of National Assembly of the Republic of Belarus Natalia Kochanova, Speaker of the Senate of the Parliament of the Republic of Kazakhstan Maulen Ashimbaev. Speaker of the Jogorku Kenesh of the Kyrgyz Republic Nurlanbek Shakiev, Speaker of the Majlisi Milli of the Majlisi Oli of the Republic of Tajikistan Rustami Emomali, Speaker of the Senate of the Oliy Majlis of the Republic of Uzbekistan Tanzila Narbaeva.

The Council’s meeting was also attended by:

Chair of the Committee of the State Duma of the Federal Assembly of the Russian Federation on Issues of the Commonwealth of Independent States and Contacts with Fellow Countrymen Leonid Kalashnikov, Secretary General of the CIS Sergey Lebedev and Secretary General of the IPA CIS Council Dmitriy Kobitskiy.

The heads of parliaments unanimously re-elected Valentina Matvienko as a Chairperson of the IPA CIS Council.

She mentioned that the current half of the year had been full of events in which high-level parliamentary delegations from the CIS countries participated.

Secretary General of the CIS Sergey Lebedev announced the decisions of the Council of the CIS Heads of State and the Council of the CIS Foreign Ministers, noting Valentina Matvienko’s speech. She told leaders of the CIS countries about the activities of the Assembly to strengthen integration cooperation.

The Chairperson said: “The common position of the CIS Heads of State speaks of the need to strengthen economic cooperation and humanitarian cooperation in the CIS space in the interests of our citizens”.

The heads of the parliaments of the CIS countries adopted the Address of the IPA CIS Council for the 80th Anniversary of Victory in the Great Patriotic War of 1941-1945.

As stated in the Address, each soviet republic has fully experienced all the hardships of the war, has contributed to achieving the historic victory over fascism and nazism. Today, despite political, economic, national and ethnic differences, the Great Victory is still one of the main elements uniting the nations of the CIS countries.

The document says that the Council stands for strengthening international cooperation in preserving historical memory by properly maintaining memorials, museums and archival materials related to the Second World War.

The document says: “The glorious anniversary provides a unique opportunity not only to recall the origins of Victory, to comprehend the lessons of the main military and political event of the 20th century, but also to realize once again what horrific consequences violence, racial and religious intolerance can cause. In this regard, the IPA CIS Council opposes the rehabilitation of fascism at the state level, the activities of neo-nazi parties and manifestations of violence provoked by neo-nazism, racism and xenophobia, the propaganda of nazi symbols, the use of parliamentary tribunes to justify nazis. Our sacred duty to those who fell on the battlefields, were tortured in concentration camps, died of hunger and hardships is to defend the truth about the War and the meaning of Victory, strongly resist those who desecrate the glory of the heroes who defeated fascism”.

The Address will be sent to the parliaments of the CIS countries, as well as to international parliamentary organizations.

Leonid Kalashnikov provided information on the chairmanship of the Russian Federation in the CIS. In particular, he mentioned the work in the field of regional security and the development of youth projects.

Director of the Office for the Coordination of the Fight Against Organized Crime and Other Dangerous Types of Crime on the Territory of the CIS Member Nations Oleg Konovalov told about improving the legal regulation of the fight against organized crime in CIS region.

He concentrated on countering the use of information technologies by criminals, saying that today every fourth crime in the CIS was committed with their help. He introduced the participants to the plan of prospective areas of cooperation of the Ministries of Internal Affairs of the CIS countries in the field of countering such crimes in 2025-2028.

At the meeting of the IPA CIS Council, the heads of parliaments also reviewed several issues on the organization of election observation and got learned about the results of the congress events.
